Con fecha 11 de febrero de 2026, Red Eléctrica de España, S.A.U. presentó solicitud conjunta de Autorización Administrativa Previa (AAP), Autorización Administrativa de Construcción (AAC) y Declaración, en concreto, de Utilidad pública (DUP) de la Línea Aérea de Transporte de energía eléctrica a 400kV, doble circuito, entrada y salida en la Subestación Viana de la línea Trives-Aparecida, situada en el término municipal de Viana do Bolo (provincia de Ourense).
La puesta en funcionamiento de nuevas instalaciones de transporte de energía eléctrica y el reconocimiento de su utilidad pública a los efectos de expropiación forzosa están sometidos al régimen de autorizaciones definido en los artículos 53 y 54 de la Ley 24/2013, de 26 de diciembre, del Sector Eléctrico, y en sus disposiciones de desarrollo, destacando entre estas el Real Decreto 1955/2000, de 1 de diciembre, por el que se regulan las actividades de transporte, distribución, comercialización, suministro y procedimientos de autorización de instalaciones de energía eléctrica.
Según lo previsto en el artículo 53.1.a de la Ley 24/2013, de 26 de diciembre, y en los artículos 124 y 143.2 del Real Decreto 1955/2000, de 1 de diciembre, la tramitación de los tres procedimientos (AAP, AAC y DUP) se está efectuando de manera conjunta.
El proyecto de la línea eléctrica, conjuntamente con el de la Nueva Subestación Viana 400 kV, ha sido sometido al procedimiento de evaluación de impacto ambiental simplificada regulado en ellos artículos 45 y siguientes de la Ley 21/2013, de 9 de diciembre. El informe de impacto ambiental resultado de ese procedimiento, publicado en el BOE de 24 de diciembre de 2025, concluye que no es necesaria evaluación de impacto ambiental ordinaria, ya que no se prevén efectos adversos significativos sobre el medio ambiente, siempre que se cumplan las medidas y prescripciones establecidas en el documento ambiental y en el propio informe.
En virtud de lo anterior, a los efectos previstos en los artículos 125.1 y 144 del Real Decreto 1955/2000, de 1 de diciembre, y en el artículo 55.2 de la Ley 24/2013, de 26 de diciembre, se somete al trámite de información pública las solicitudes de Autorización Administrativa Previa (AAP) y Declaración, en concreto, de Utilidad Pública (DUP) la instalación indicada, cuyas características generales son las siguientes:
Órgano sustantivo: Dirección General de Política Energética y Minas, Ministerio para la Transición Ecológica y el Reto Demográfico; competente a los efectos de resolver sobre la Autorización Administrativa Previa y Autorización Administrativa de Construcción.
Unidad tramitadora: Dependencia del Área de Industria y Energía de la Subdelegación del Gobierno en Pontevedra, que actúa sobre la provincia de Ourense en virtud de lo establecido en la Orden de 7 de noviembre de 1997 por la que se desarrolla el Real Decreto 1330/1997, de 1 de agosto; competente a los efectos del trámite de información pública y presentación de alegaciones.
Peticionaria: Red Eléctrica de España, S.A.U., con CIF A-85309219, y domicilio social en Paseo del Conde de los Gaitanes, 177, La Moraleja, 28.109 - Alcobendas (Madrid).

A continuación, se inserta la relación concreta e individualizada de los bienes o derechos afectados, que la peticionaria considera de necesaria expropiación, ya sea ésta de pleno dominio de terrenos y/o de servidumbre de paso de energía eléctrica y servicios complementarios, en su caso, tales como caminos de acceso u otras instalaciones auxiliares.
A los efectos previstos en el artículo 56.2 de la Ley 24/2013, de 26 de diciembre, se incluyen en la relación terrenos de dominio, uso o servicio público, o patrimoniales del Estado, o de las Comunidades Autónomas, o de uso público propios o comunales de la provincia o municipio, obras y servicios de los mismos, así como otros bienes o derechos pertenecientes a organismos o empresas de servicio público o de servicios de interés general afectadas.
